Partition configurations, etc

Hi,

Does anyone know how to limit
-cpu time
-maximum number of jobs submitted/running
for each partition(queue) in a slurm.conf file or something?

I know "sbatch --propagate=CPU" can set a limit on cpu time for jobs,
and modifying "MaxJobCount" in the slurm.conf file can set a limit on
maximum number of submitting jobs at once for the system
but can you do the same things for partitions?

Also, if anyone knows that there is a way to send emails using "--mail-type"
and "--mail-user" in sbatch with detailed job stats when a job is completed,
please let me know how to do this.
So far, when I get an email about jobs the information only shows up within
the title.
